Graz hosted our second Policy Forum. The policy forum’s aim was to reach a consensus view of what will deliver effective, regionally-based capital investment in healthcare infrastructure, in terms of economic and social value.
The Krakow workshop reviewed the practical experiences of partners and debated the examples and lessons provided by invited CI experts. Further work was to uncover evidence of the successful application of capital investment in healthcare infrastructure, in terms of demonstrable social and economic benefits. Against this background, the Capital Investment policy forum has the following objectives:
- To identify the key interactions between capital, health, and regional development.
- To assess the need for further evidence on the economic and social benefits of capital investment in health care assets.
- To emphasise the need of regions to have the autonomy and authority to make capital investment policy and to manage its implementation.
- To arrive at a consensus on the overarching capital investment principles that can be recommended Europe-wide.
- To give priority to innovative, imaginative ideas about which policy levels can be used to deliver effective capital investment consistent with partner’s regional development priorities.
- To ensure that all ClusterNET partners share in knowledge regarding the use of structural and regional development funds.
Outcome
The end result of the Graz policy forum was an agreed policy agenda, capable of influencing thinking at regional, national, and EU levels, backed up by evidence and research. This agenda may well avoid a ‘one size fits all’ approach, in order to reflect the varied financial, social, and cultural contexts of the partner regions.
